About this role
The World Food Programme (WFP) is seeking a Programme Policy Officer (Markets and Logistics) to support the close-out phase of the Farm to Market Alliance (FtMA) Tanzania, with the assignment running through December 2026. Working under the direct supervision of the FtMA Deputy Coordinator and Activity 5 Manager, the post holder will provide strategic and technical leadership to advance Pillar 2 (Markets and Access to Finance) priorities, ensuring that market access gains, farmer-level outcomes, and private-sector relationships are consolidated and sustained beyond WFP support. Core responsibilities span four interconnected areas. The post holder will lead market systems strengthening and close-out delivery, executing high-impact market interventions during the final implementation window while protecting gains achieved since FtMA's launch in 2022. This includes strengthening aggregation, logistics, storage, and market service models through the existing network of Farmer Service Centres (FSCs) and farmer organisations, and supporting the transition of selected FSCs into WFP supplier readiness and procurement pathways in coordination with the Supply Chain team. The post holder will also establish, strengthen, and manage partnerships with buyers, processors, traders, financial institutions, warehouse operators, and logistics actors, leading structured trade and forward delivery contract arrangements between farmer organisations, FSCs, and private-sector off-takers. A third focus area is access to finance, where the post holder will deepen linkages between FSCs, farmer organisations, and financing partners including CRDB, NMB, PASS, and ACELI-aligned facilities, supporting credit readiness, business cases, and aggregation financing models for mature FSCs and farmer-facing SMEs. Finally, the post holder will lead FSC graduation and sustainability efforts, including vetting, profiling, and due diligence of target farmer organisations and FSCs with emphasis on business viability and market readiness. FtMA Tanzania currently operates across six regions (Iringa, Njombe, Mbeya, Manyara, Singida, and Morogoro) with a network of 493 FSCs across 18 districts. WFP hosts the coordination function for this comprehensive market systems intervention. The contract is offered at SSA Level 9 for a duration of six months, based in Dar es Salaam, Tanzania, with travel expected across the operating regions.
