Programme Policy Officer

About this role

WFP Tanzania is recruiting a Programme Policy Officer at the NOC level to manage Strategic Outcome 1 of its 2022-2028 Country Strategic Plan. The post is based in Dar es Salaam, reports to the Head of Programme, and leads WFP's refugee operation and government disaster preparedness work on the Tanzanian mainland and Zanzibar. Tanzania's economic progress is increasingly affected by extreme weather, and WFP is working with the government to shift from reactive emergency relief toward risk-informed disaster risk management, anticipatory action and adaptive social protection. The post holder leads work to ensure crisis-affected populations can meet essential food and nutrition needs and build resilience to shocks, providing direct support to refugees and other vulnerable people while overseeing activities linking climate adaptation, disaster risk management and social protection.

Other responsibilities include leading WFP's emergency response, mobilizing resources through donor engagement and funding proposals, contributing to UN joint work plans and coordination groups, advising on government engagement, and supporting programme budgets, documents and management. The role entails coordination with WFP field offices in Kasulu, Zanzibar, Dodoma, Mtwara and Arusha and with government entities including the Disaster Management Department, PMO-LYED, TMA and TASAF. Candidates need a master's degree in social sciences, agriculture, economics, disaster risk management, social protection, environmental sciences or community development, or at least 8 to 10 years of relevant experience without a master's degree. They must have more than five years of postgraduate experience in programme management, including disaster preparedness and response, social protection, anticipatory action or refugee programmes, plus solid team and project management experience, strong IT literacy, and fluency in English and Kiswahili.

Government engagement experience and UN system policy knowledge are desirable. The contract is a fixed-term NOC appointment for 12 months with an attractive compensation package and possible extension.
