WASH Blended Finance Manager
About this role
World Vision is recruiting a WASH Blended Finance Manager to lead a rural water blended-finance programme in Tanzania. Based in Arusha, the position sits within World Vision's work to help vulnerable children and communities overcome poverty, and it focuses on strengthening Community-Based Water Supply Organizations (CBWSOs) through technical assistance and targeted financing. The manager will implement and refine the Tanzania rural water blended-finance strategy, translating its design into annual operating plans, budgets, milestones, and measurable financing targets. The post-holder will lead the CBWSO investment pipeline from initial screening through detailed assessment, working with financial partners and engineers to define investments such as source development, rehabilitation, network expansion, metering, solarization, and non-revenue water reduction.
The manager will develop blended-finance models combining grants with public, commercial, concessional, guarantee, results-based, and private financing, while assessing repayment capacity and affordability. Other duties include maintaining risk registers, supporting partnership agreements, building private-sector relationships, and representing World Vision in WASH sector forums and government meetings. The role also covers monitoring and evaluation, RUWASA engagement, institutional capacity building, team and budget management, and knowledge sharing. Applicants must hold a master's degree in finance, engineering, economics, business administration, public policy, or a related discipline, and have at least seven years of progressively responsible experience in SME business development, infrastructure, WASH investment, public-private partnerships, or project development.
Demonstrated capability is required in financial modeling, cash-flow analysis, commercial lending, blended-finance structuring, investment appraisal, utility economics, and multidisciplinary team management. Knowledge of Tanzania's rural water sector, CBWSOs, RUWASA, and local financial markets is a substantial advantage. Preferred attributes include initiative, team leadership, stakeholder diplomacy, risk assessment, debt-capacity analysis, and experience working with CBWSOs. The contract is full-time local fixed-term, and only local applicants will be considered.
World Vision is a Christian humanitarian organisation working in nearly 100 countries. No salary or benefits are stated. Applications close on 5 November 2026.
