Senior Technical Officer, Systems Developer
About this role
FHI 360 is recruiting a Senior Technical Officer, Systems Developer to lead the design, development, integration, and maintenance of electronic supply chain management information systems supporting health commodities and logistics in Tanzania. Based in Dar es Salaam and reporting to the Senior Technical Advisor, HMIS & Digital Health, the post holder works closely with Tanzania's Ministry of Health, implementing partners, and program staff to build digital solutions that improve data visibility, inventory management, forecasting, reporting, and interoperability. The developer will oversee application and database performance, security, and availability; translate business and technical requirements into software applications, APIs, and interoperability frameworks; strengthen data quality and reporting through dashboards and business intelligence tools; and provide technical assistance, mentorship, and capacity building to government counterparts and ICT staff, while also supporting technical proposals and digital health working groups. Candidates need a bachelor's degree in computer science, computer engineering, IT, health informatics, data science, or a related field, and at least six years of progressively responsible experience in software development, systems integration, enterprise application development, or digital health systems.
Strong proficiency is required in languages such as .NET, Java, Python, PHP, or JavaScript, relational databases, RESTful APIs, and interoperability standards including HL7 FHIR and OpenHIE. Cloud platforms, containerization, DHIS2 and eLMIS experience, and relevant certifications are desirable. FHI 360 is a global development organization, and this position supports U.S. Department of State-funded supply chain and digital health priorities in Tanzania.
The full-time post involves occasional travel of 10 to 25 percent and no direct supervisory responsibility, though the officer provides technical supervision to developers and consultants. FHI 360 offers a competitive compensation package with an annual basic salary range of TZS 68,000,000 to 90,000,000.
