About this role

CBM is a German-based international development organisation with over a century of expertise in disability-inclusive development, working in partnership across more than 60 countries to address poverty as both a cause and consequence of disability. The Programme Finance Officer will join the Tanzania Country Office in Dar es Salaam to provide dedicated financial management support across the organisation's project portfolio. 5 hours per week, with contractual terms aligned to national employment conditions; no international relocation package is offered. Core responsibilities span partner capacity building, financial monitoring, reporting, and compliance.

The officer will develop and deliver training workshops and coaching sessions for partner finance staff covering budgeting, financial reporting, forecasting, procurement policies, and internal controls aligned with CBM and donor standards. They will conduct annual financial monitoring visits, both remote and in-person, performing sample voucher checks, eligibility reviews, and compliance assessments against CBM policies and local regulations. This includes reviewing Income and Expenditure Statements, balance sheets, bank reconciliations, and cash flow statements, as well as supporting partners to develop procurement plans and respond to donor financial queries. The role also coordinates internal and external audits for partner projects, drafts terms of reference for auditor selection, and follows up on audit recommendations relating to accounting, tax, and legal compliance.

At country office level, the officer maintains accounting records, supports banking and payment activities, assists with year-end closing, and ensures organisational and regulatory compliance across all financial operations. The ideal candidate holds a bachelor's or master's degree in Finance or Accounting, with at least five years of INGO experience and an Associate CPA qualification. Proficiency in financial software such as QuickBooks or SAP is required, alongside strong analytical, risk management, and communication skills.
