About this role

CBM, an international Christian development organisation with over a century of expertise in disability-inclusive development, is seeking a Programme Finance Officer to join its Programme Finance team in Dar es Salaam, Tanzania. The role focuses on strengthening financial management across the country programme by developing and reviewing project budgets to ensure compliance with donor requirements and local regulations including taxes and social security. The post-holder will collaborate closely with the Partner Portfolio team to conduct partner assessments and address financial gaps. A core aspect of the position involves designing and delivering capacity-building initiatives for partner organisations, including workshops, coaching sessions, and one-on-one training on topics such as financial reporting, budgeting, procurement policies, forecasting, and internal controls.

The Programme Finance Officer will review project-related financial statements including Income and Expenditure Statements, balance sheets, bank reconciliations, and cash flow statements, while supporting partners in developing procurement plans and responding to donor financial queries. Monitoring responsibilities include conducting financial monitoring visits at least once per year, both remotely and in-person, to verify data accuracy, check eligibility of expenses, and ensure compliance with procurement and documentation standards. The role also encompasses coordinating internal and external audits, drafting terms of reference for auditor selection, and following up on audit recommendations related to accounting, legal, and tax compliance. The post-holder will assess financial risks and ensure partners meet obligations under local tax and labour laws and donor-specific financial requirements.

Required qualifications include a bachelor's or master's degree in Finance, Accounting, or equivalent, at least five years of experience within the I/NGO sector, and CPA certification. Strong proficiency in financial software such as QuickBooks or SAP, experience managing grants with donor compliance requirements, and analytical skills to identify financial trends and support decision-making are essential. The position requires professional proficiency in English, excellent communication and interpersonal skills for liaising with diverse stakeholders, and the ability to work collaboratively with project teams.
