People and Culture Manager

FHI 360 is seeking a People and Culture Manager to lead country office human resources operations in Tanzania. This senior role oversees all people and culture functions and ensures full compliance with local labor laws and FHI 360 organizational policies. As the primary HR advisor to the country leadership team, the manager aligns people practices with organizational priorities and shapes workforce strategy for the country office. Core responsibilities span the full employee lifecycle. The manager leads recruitment, onboarding, and retention strategies while overseeing performance management, learning and development, payroll, and benefits administration. The role handles employee relations matters including investigations and dispute resolution, and ensures prompt response to employee questions by monitoring the responsiveness of the broader team. The manager creates and streamlines reports, processes, and communication plans, and develops and implements HR procedures and training programs. Supervision of the country office P&C team is a key accountability, alongside mentoring staff to promote positive customer relationships and continuous improvement in HR service delivery. The ideal candidate brings comprehensive knowledge of HR management principles and Tanzanian employment regulations. Strategic thinking and the ability to influence leadership are essential, along with strong staff development skills and proficiency in facilitation, coaching, and training delivery. The candidate must manage competing priorities in a fast-paced environment, handle sensitive information discreetly, and communicate effectively across all organizational levels and with individuals from diverse cultural backgrounds. A bachelor's degree is required and a master's degree or HR-related qualification is preferred. The role requires seven to nine years of progressive HR experience including management responsibility, fluency in English, and prior NGO experience is helpful. The position involves up to 15 percent domestic travel within Tanzania and reports to the local Senior People and Culture Partner. FHI 360 offers an annual base salary in the range of TZS 75,000,000 to 95,000,000, factoring in experience, education, internal equity, market pay, and budget.
