Consultant, IDSR-Climate Early Warning Systems Integration

UNICEF Tanzania seeks a National or International Consultant for a five-month assignment to establish an integrated climate-informed disease early warning system by linking the Ministry of Health electronic Integrated Disease Surveillance and Response platform with Tanzania Meteorological Authority weather, climate and environmental information, with the goal of improving outbreak prediction, preparedness and timely response to climate-sensitive diseases across Tanzania. The consultancy employs a participatory, multisectoral methodology that includes desk review of existing surveillance and climate information systems, key informant interviews, stakeholder consultations, joint technical design workshops, interoperability requirements analysis, configuration of data integration workflows, prototype development, user testing, validation exercises, training, deployment support and the development of a phased national scale-up roadmap. Core responsibilities encompass system assessment, data integration design, predictive analytics configuration, dashboard and alert workflow design, validation of early warning workflows and scale-up planning within existing public health structures. The consultant will work under the supervision of UNICEF Tanzania Health Specialists for Digital Health and Emergencies, in close collaboration with the Ministry of Health and the Tanzania Meteorological Authority.

Candidates must hold a Masters degree in Health Informatics, Information Systems, Public Health, Epidemiology, Environmental Health, Climate Science, Computer Science or a related field, accompanied by a minimum of seven years of relevant professional experience in public health surveillance, health information systems, epidemiology, climate services or digital health. Required technical competencies include demonstrated experience with IDSR, DHIS2, disease surveillance platforms, interoperability architecture, APIs and data exchange mechanisms, alongside proven ability to facilitate multisectoral technical consultations. Fluency in English is mandatory, while GIS, predictive analytics, disease modelling knowledge and prior experience working with Tanzanian government institutions are desirable assets.
