About this role

UN Women is seeking a qualified National Consultant to undertake the baseline study for a seven-year project titledEnding violence against women and girls and advancing womens leadership in the public sector in Zanzibar and Tanzania Mainland, implemented in partnership with the European Union Delegation and the Revolutionary Government of Zanzibar across Zanzibar, Pemba, and Tanzania Mainland. The primary purpose of this consultancy is to collect and analyse both quantitative and qualitative data against a set of performance indicators included in the projects results framework, thereby establishing baseline values and targets to guide project implementation, strategy refinement, and evidence-based decision-making throughout the programme lifecycle from 2022 to 2028. The baseline study encompasses six interrelated analytical tracks: an assessment of the existing legal and policy framework governing violence against women and children in Zanzibar to identify gaps and enabling-environment opportunities; an evaluation of current multisectoral coordination mechanisms for preventing violence and responding to survivors; an analysis of governmental institutional systems and structures for gender equality and womens empowerment to identify areas requiring strengthening; a review of routine Gender-Based Violence data collection systems with emphasis on digitisation and data quality; an assessment of national and local government capacity to design and deliver comprehensive sexual violence prevention interventions across public and private spaces; and an evaluation of the availability, accessibility, and quality of survivor support services at national and local levels in Zanzibar.

Additionally, the study addresses an education component focused on adolescent girls and young women pursuing secondary and tertiary education through alternative and accelerated learning modalities, assessing the supportive policy environment, legal frameworks, and service delivery to enable completion. The assignment requires generating evidence-based recommendations for policymakers and stakeholders aimed at improving the legal and policy framework, multisectoral coordination, institutional systems, data collection approaches, service provision, and the broader global knowledge base on ending violence against women and girls.
