Consultancy: Costed Health Care Technology Plan

UNICEF is hiring an international or national consultant to develop a comprehensive, costed and operational implementation plan for health care technology management in Tanzania. 5-month consultancy will produce outputs used by the Ministry of Health, the Prime Minister's Office Regional Administration and Local Government, and implementing partners to guide planning, budgeting and resource allocation for health care technologies. The consultant will translate policy directives into actionable interventions across health system levels, defining institutional roles, financing mechanisms, human resource requirements, service delivery standards and monitoring frameworks for lifecycle management of biomedical equipment. The assignment includes comparing estimated costs with available and projected health sector resources, such as national and subnational allocations, existing financing mechanisms and potential development partner contributions.

The plan will inform annual Comprehensive Council Health Plans, national budgeting, partner investments in equipment and maintenance, human resources, and integration of health technology management into the Health Sector Strategic Plan V. Applicants need an advanced degree in biomedical engineering, clinical engineering, health systems engineering, public health, health policy and planning, health economics or a related field, plus at least five years of progressive experience in health systems strengthening, health technology management or health infrastructure. They must have experience developing national or large-scale implementation plans or investment cases, a track record in biomedical equipment management, experience with public health systems in low- and middle-income countries, and fluency in English and Swahili. Desirable skills include strong analysis and report writing, facilitation of multi-stakeholder consultations, and familiarity with national health sector strategies.
