Individual Consultant, Population Mobility Mapping
About this role
IOM, the International Organization for Migration, is seeking an Individual Consultant to conduct a Population Mobility Mapping exercise in Ngara District Council, Kagera Region, Tanzania. The consultancy responds to substantially elevated public health risks stemming from the Bundibugyo Ebola Virus Disease outbreak in Ituri Province, eastern Democratic Republic of Congo, which was declared a Public Health Emergency of International Concern on 17 May 2026. The outbreak has since spread to South Kivu Province, and confirmed EVD cases have been reported in Uganda, prompting the temporary closure of the Uganda-DRC border and increasing the risk of movement diversion through informal crossings into Tanzania.
Ngara District Council occupies a strategically exposed geographic position, sharing international borders with Burundi to the west and Rwanda to the north, with Kabanga and Rusumo One-Stop Border Posts serving as the two designated official crossing points. Both sites are characterised by high volumes of cross-border movement driven by trade, livelihoods, family visits, and health-seeking behaviour. The region is estimated to contain over 110 informal border crossing points, meaning significant population movement occurs outside formal surveillance and health screening systems.
The Consultant will apply IOM's Population Mobility Mapping methodology to characterise migrant and mobile population profiles, identify major mobility routes and vulnerability hotspots, assess preparedness and response capacities, support resource allocation, and inform the design and implementation of targeted public health interventions at priority locations. The position is based in Dar es Salaam, Tanzania, under the Programme Coordination Unit and Programme Support, on a full-time expedited consultancy basis. Applications close on 8 July 2026.
