RPL Communication Strategy Developer, Tanzania
About this role
The International Labour Organization (ILO), through its Decent Work Agenda and skills development portfolio, is seeking an individual External Collaborator to develop a comprehensive Communication Strategy for Recognition of Prior Learning (RPL) designed to support the scaling-up of RPL across the United Republic of Tanzania. RPL is a mechanism that enables individuals with prior work experience and non-formal learning to have their skills certified, and this consultancy aims to raise awareness, improve understanding, and mobilize political and institutional support for RPL among government ministries, skills development actors, employers, and prospective candidates. The individual consultant will be responsible for reviewing existing national policies, frameworks, and strategies related to RPL and skills development, and for mapping current awareness-raising practices among key stakeholders in Tanzania against international good practices. The consultant will conduct stakeholder consultations with government ministries, MDAs, employers and workers associations including SMEs, trade unions, TVET institutions, development partners, and prospective RPL candidates to determine awareness levels and specific needs. The consultant will map target audiences and design tailored communication and awareness-raising approaches including mass media, digital platforms, community mobilization, policy briefs, advocacy events, and advisory and guidance sessions. A validation workshop with stakeholders will be facilitated to gather inputs and feedback before finalising the strategy. Deliverables include an inception report documenting communication practices and gaps, a draft RPL communication strategy for stakeholder review, a validation workshop, and a final revised strategy incorporating feedback. The consultancy is funded through development partner resources and is based in Tanzania. Candidates should possess proven expertise in communication strategy development, stakeholder engagement, and adult learning or vocational education and training policy, with demonstrated experience working with government ministries, employers, trade unions, and TVET institutions. Strong analytical and writing skills, as well as familiarity with the Tanzanian institutional context, are required.
