In Tanzania, Educate!

operates through an employment-focused secondary school subject and livelihood boot camps targeting marginalised rural girls and young women. The Head of Program Implementation (HOPI) is a strategic leadership role reporting directly to the Managing Director, responsible for building and executing the country's programme implementation strategy while fostering a high-performance team culture. The HOPI leads sustainability strategy development alongside top leadership, co-creating quarterly goals and objectives to ensure alignment across program managers and functional leaders. They drive the implementation of the Mewaka Sustainability Strategy, fully owning impact goals, delivery KPIs, and the youth experience while ensuring frontline delivery remains aligned to organisational strategy.

The role involves co-designing scalable delivery models with local government partners, conducting model experiments and pilots, and establishing data-driven programme management standards and tools. A further 20% of the role focuses on team culture and performance management, where the HOPI models and reinforces organisational cultural tenets, coaches middle managers, and builds psychologically safe environments where teams use data confidently. The remaining responsibilities cover financial oversight, including programme cost modelling, budget reviews, and instilling a culture of cost-effectiveness across teams. The ideal candidate holds a Bachelor's degree in Business Studies or a related field with 3 to 5 years of hands-on programme implementation leadership experience.

Candidates should demonstrate a proven track record of building and managing relationships with central and local government stakeholders within the education sector, alongside strong analytical abilities to translate raw data into actionable execution strategies.
