RTI International is now seeking a Finance and Operations Manager for an ambitious five-year research study funded by the National Institute of Mental Health (NIMH) that will evaluate the impact of a multilevel HIV stigma reduction intervention on quality of life and HIV viral suppression among women living with HIV in Tanzania. The Finance and Operations Manager will be based in a study office in Dar es Salaam and is responsible for ensuring that appropriate administrative, financial, statutory, and logistical support functions are delivered to the project.

This role will ensure that procedures are in place to guarantee cost-effectiveness, timeliness, compliance with all statutory requirements, and strong internal controls. The Finance and Operations Manager will report directly to the study Project Manager based in Nairobi, Kenya, and will coordinate all day-to-day financial, statutory, and operational functions in close collaboration with the research coordinator and site principal investigator, both based in Dar es Salaam. Primary responsibilities include overseeing finance, human resource management, logistics, procurement, administration, and IT support in compliance with RTI and NIMH procedures, working closely with Principal Investigators, technical staff, and government partners to ensure effective budgeting, disbursement, and financial reporting, and preparing monthly financial statements, expense reports, bank reconciliations, pipeline estimates, and biweekly cash requirements to maintain appropriate cash balances for study activities in Tanzania. Required qualifications include a Bachelor’s degree with eight years of experience or a Master’s degree with six years of experience, professional accounting training, knowledge of applicable USG and PMI procurement rules, proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting software such as QuickBooks, and verbal and written fluency in English and Swahili.
