The Embassy of Japan in Tanzania is seeking one external contractor to assist with the Grassroots Grant Cooperation scheme, a Japanese government initiative administered through the Ministry of Foreign Affairs. The Grassroots Grant Cooperation programme provides grant assistance to non-governmental organisations, community groups, and local government entities in developing countries, and the contractor will support the implementation of this scheme at the embassy level. Core responsibilities include conducting preliminary surveys and preparing screening documents for incoming grant applications, which involves assessing the current conditions of target areas, identifying implementation challenges, and evaluating the capacity of applicant organisations. The contractor will also monitor the progress of ongoing and completed projects by maintaining regular contact with implementing organisations, and will assist with the preparation and management of signing ceremonies for grant agreements and handover ceremonies upon project completion. Additional duties involve drafting various reports, monitoring reports, and conducting on-site visits throughout Tanzania, as well as liaison and coordination with partner organisations via letters, email, telephone, and face-to-face meetings. Applicants must hold a bachelor's degree or higher and possess sufficient English proficiency to coordinate with counterpart agencies, draft required documents, and conduct consultations. Knowledge of and experience in development cooperation is desirable, and Swahili language ability is an advantage. The position is based at the Embassy of Japan in Dar es Salaam, with an engagement period from August 1, 2026 through March 31, 2027 under an external contractor agreement, renewable annually for up to three years in total if both parties agree. The monthly honorarium ranges from 2,400 to 3,000 US dollars equivalent, adjusted according to experience and ability, and the embassy provides a diplomatic passport and covers project-related operational expenses including travel and accommodation costs. However, relocation and housing costs are not covered, and this engagement is not an employment contract, meaning applicants must arrange their own insurance and other protections. Applicants must already be residing in Tanzania, be in good physical and mental health to undertake field travel to distant regions, and have basic computer skills including word processing, spreadsheets, and presentations. Strong interpersonal, report-writing, and numerical skills are also expected.
