Digital SBC & RCCE Systems Architect

UNICEF Tanzania is seeking a National Digital SBC and RCCE Systems Architect for an 11-month remote consultancy supporting the Ministry of Youth in designing and operationalising a nationally integrated digital social and behaviour change and risk communication and community engagement ecosystem. Working under the Chiefs of SBC and Digital Impact and Innovation, the consultant will develop systems frameworks, integration models, and governance structures that position the Ministry of Youth as a central engagement node while enabling expansion across other ministries. The role encompasses platform management of the U-Report ecosystem across mainland Tanzania and Zanzibar, technical support for digital campaigns including Kijana Imara and birth registration initiatives, and emergency RCCE coordination including dashboard development using ODK and feedback mechanisms linked to government frontline workers and partners such as the Red Cross. The consultant will also support capacity building for ministry staff, establish monitoring and adaptive learning frameworks, and contribute to proposal development and cross-sectoral alignment across line ministries and development partners. A bachelor's degree in public health, behavioural or social sciences, communication for development, or a related field is required alongside a minimum of eight years of professional experience in SBC or RCCE with demonstrated UN agency, government, and multi-sectoral coordination experience.
