UNICEF is seeking a qualified National Consultant to serve as a CRVS and Innovations Expert for the BRIDGE-TZ project in Tanzania. The consultancy is for a duration of five months, with the work arrangement being office-based with occasional travel, and the duty station is Dodoma, Tanzania. The consultant will work closely with UNICEF and government partners to support the effective operationalisation and early implementation of the BRIDGE-TZ project. Core responsibilities include strengthening coordination across stakeholders, establishing robust implementation systems, and facilitating the timely contracting of key service providers essential for project delivery. The role ensures that project rollout is efficient, strategically sequenced, and fully aligned with national systems, civil registration reforms, and broader digital governance priorities, enabling the BRIDGE-TZ initiative to begin implementation with clarity, coherence, and strong institutional ownership. The minimum requirements include a Master's university degree in Public policy, Information systems, Social policy, Public administration, Development studies, Public health, or a related field, along with at least eight to ten years of relevant experience in development programmes. Candidates must have experience working with civil registration, digital governance, or digital identity systems, as well as experience supporting multi-stakeholder programmes or system reforms in Tanzania or East Africa. Strong programme start-up and implementation support skills and excellent analytical and report writing skills are required, alongside fluency in both English and Swahili. Desirable qualifications include strong stakeholder engagement abilities.
