Climate
Carbon Budget & Carbon Markets Consultant
About this role
The UNFCCC Secretariat's Regional Collaboration Centre for Eastern and Southern Africa (RCC EAS Africa), through the Collaborative Instruments for Ambitious Climate Action (CiACA) initiative, is recruiting a consultant or team to develop a national carbon budget and support knowledge sharing on sectoral mitigation and carbon market opportunities in Mauritius. The work will strengthen the analytical and policy basis for carbon pricing and Article 6 engagement. The consultant will run an inception workshop and produce an inception report with a work plan and methodology. The core task is to develop a national carbon budget under alternative carbon pricing scenarios, quantifying emissions compatible with Mauritius' climate commitments and identifying reductions across energy, transport, industry, buildings, agriculture, waste, and other sectors.
The work will review carbon pricing, taxes, subsidies, fiscal space, and links to international carbon markets. The consultant will also facilitate knowledge sharing on methodologies used by countries with carbon market frameworks, including virtual workshops with around four countries and a lessons-learned report. A validation workshop and final report will consolidate stakeholder feedback. Applicants may be individual consultants, firms, research institutions, or think tanks, with teams specifying composition and roles.
Required qualifications include an academic background in economics, energy economics, public policy, climate policy, law, or a related field; knowledge of UNFCCC negotiations, the Paris Agreement, Article 6, and NDC implementation; familiarity with greenhouse gas mitigation and market-based instruments; at least eight years of relevant experience, or five for national consultants; strong analytical and drafting skills; and English fluency. Desirable experience includes carbon taxes, emissions trading, fiscal climate policy, Article 6 operationalisation, and East Africa work. The consultancy is home-based, with possible travel to Mauritius for data collection and the validation workshop. Payments are tied to milestones.
Applications are due by 13 November 2026 to RCCEASAfrica@unfccc.int, copied to WOtieno@unfccc.int, with a technical proposal, financial proposal, timetable, CVs, and evidence of relevant knowledge.
